FRA Waiver Update for May 2017

Update on the operational waiver for the University of Colorado A Line

RTD and its contractor, Denver Transit Partners, continue to coordinate with the Federal Railroad Administration (FRA) to resolve crossing timing issues along the University of Colorado A Line. As we work towards a resolution, the following are anticipated next steps:


  • The Federal Railroad Administration (FRA) extended RTD’s waiver to operate the University of Colorado A Line and B Line until July 30.

  • RTD and our concessionaire Denver Transit Partners have made strides in improving the crossing timing.

  • We are continuing to work with our regulatory agencies on crossings along the University of Colorado A Line and getting the waiver lifted so that flaggers will no longer be required.

  • B Line FRA waiver will be lifted (this may or may not occur separate from University of Colorado A Line)

  • Public Utilities Commission (PUC) orders will be fulfilled for crossing along the University of Colorado A Line

  • University of Colorado A Line FRA waiver will be lifted

  • Flaggers along University of Colorado A Line and B Line will no longer be required

  • Quiet Zone applications can be submitted for University of Colorado A Line and B Line

  • G Line PUC orders will be fulfilled/FRA approval to be issued for revenue service

  • G Line testing can begin

  • RTD will apply for G Line Quiet Zones (may or may not occur concurrently with testing)

  • G Line can open for revenue service

  • University of Colorado A Line, B Line, and G Line Quiet Zones will be approved

  • Quiet Zones will be in full operation
